The California Democrat said the House speaker likely acted at the direction of President Donald Trump.
The speaker is sending lawmakers home early for a five-week recess as he fights a bipartisan effort to force the release of Epstein files that could implicate Trump.
House Republicans won't vote on a nonbinding resolution calling for the release of more information about the convicted sex offender who died in prison in 2019.
"That's what they're afraid of," the former speaker said.
Johnson called for transparency, while also blocking a Democratic measure urging the release of the files.
Republicans were full of feel-good substitutes following the disaster.
